Understanding Higher Education institutional performance

HEFCE was asked by the Secretary of State to consider issues relevant to Understanding Higher Education institutional performance:

• How can we better understand and measure the performance of higher education institutions in ways that recognise the individual missions of each one?
• What possible performance measures of quality are there and how can such measures can take account of the different missions of different institutions?
